Emergency Assistance Guidelines

The Chesterfield County Domestic Violence Task Force Carolyn Miller Memorial Fund has made funds available to survivors attempting to escape domestic and sexual violence who are in need of emergency assistance. The funds are intended to assist survivors and their children in increasing their safety and in making long-term goals toward independence. These funds are available through the efforts of the family and friends of Carolyn Miller, a woman killed by her abusive boyfriend in December 2000. Carolyn’s family hopes these funds will assist others who have experienced domestic violence.

Supportive services/counseling is offered to assist survivors in making long-term goals for safety and independence.

Eligibility Requirements


  • To be eligible for funds, the applicant must be a survivor of domestic violence who has left the abusive partner.

  • Applicants must complete and sign an application. Funds are not intended as an income stream.

  • Funds should not benefit the abuser in any way.

  • Funds are available to assist survivors from Chesterfield County, Virginia. Applicants, who move outside of Chesterfield County, in order to escape their abuser, may be considered. Verification of residency may be requested.

  • Funds may be awarded not to exceed $500. The maximum amount a survivor can apply for in a 12-month period is $500. Providing assistance may vary depending on funds available. All requests will be determined on a case-by-case basis.

  • Financial assistance can be provided for a variety of things including: housing, utilities, security deposits, transportation, and food/medicine.

  • The survivor must provide the name, address, and phone number of the vendor. A copy of specific receipt/bill verifying expenses is required. Checks are made payable to vendors only.
